Congress/Criminal Code 2024

The Criminal Code (S.1) is an act of Congress that provides a codified list of crimes and appropriate minimum and maximum punishments for each instance of that crime being committed. Lesser offenses are referred to as summary and more serious offenses are indictable. This law gives guidance to judges in roleplay courts, which can be used to resolve conflicts and provide closure for affected players. Players may alternatively report issues to staff.

A BILL

S.1 - To Establish a Criminal Code

Be it enacted by the Senate and House of Representatives of the HelloMiners Congress assembled,

Section 1. Short Title

(a) This Act may be cited as the "Criminal Code".

(b) This Act shall be enacted immediately and will apply retrospectively.

Section 2. Criminal Code

(a) This bill establishes criminal offences that may be committed and the recommended punishment for each, and;

(b) Provides a codified list of each crime.

Section 3. Crimes

(a) Summary Offences

(1) Bribery —

  • (i) Any player involved in the promising, giving or receiving of bribes in order to gain an advantage or benefit with the aim of influencing a public official in the discharge of their official duties.
  • (ii) Punishment: 200 F fine.

(2) Burglary and Theft —

  • (i) Burglary - The act of breaking into property with the intention of stealing, or causing damage.
  • (ii) Theft - The act of taking something that belongs to a player with the intention of depriving them of it.
  • (iii) Punishment: 100 F fine - per item taken. (3) Contempt — (i) Any player or organisation that willfully disobeys any lawful writ, process, order, rule, decree or command of any court established by the Player Government.
  • (ii) Punishment: 100 F.

(4) Harassment —

  • (i) The repeated use or threat of use of unwanted violence or intimidation of other players.
  • (ii) Punishment: 100 F fine.

(5) Impersonation —

  • (i) Any player that misrepresents their position within the Player Government or any department thereof.
  • (ii) Punishment: 100 F fine.

(b) Indictable Offences

(1) Aircraft and  Other Vehicles —

  • (i) Any player that causes death due to unsafe operation of a vehicle.
  • (ii) Punishment: 100 F fine & 10 minutes of jail time - per player.

(2) Arson —

  • (i) The act of burning and griefing of property with lava or fire.
  • (ii) Minimum punishment: 100 F fine.
  • (ii) Maximum punishment: 5,000 F fine.

(3) Animal and NPC Abuse —

  • (i) The act of harming another player's livestock, pets and villagers without intending to cause death.
  • (ii) Punishment: 50 F fine per animal or NPC.

(4) Assault —

  • (i) The act of unwanted hitting of a player, causing a loss of up to 3 hearts.
  • (ii) Punishment: 50 F fine per player.

(5) Robbery —

  • (i) Robbery - The act of taking something by force and intimidation.
  • (ii) Maximum punishment: 250 F fine - per item taken.

(6) Civil Disorder —

  • (i) Means any disturbance involving 3 or more players who are present together where violence or the intention of violence occurs, which causes the immediate danger of or injury to a player of their property.
  • (ii) Punishment: 500 F fine.

(7) Conspiracy —

  • (i) The act of conspiring to commit an offense against the Player Government, or to defraud it, or any agency thereof in any manner or for any purpose, and one or more of such players do any act to effect the object of the conspiracy.
  • (ii) Punishment: 1,000 F fine.

(8) Election Interference —

  • (i) Any player that intimidates or disrupts others during the exercising of their right to vote or interferes with the due process of an election.
  • (ii) Punishment: 500 F fine.

(9) Fraud —

  • (i) The act of obtaining money or property by deceiving players.
  • (ii) Punishment: 500 F fine.

(10) Kidnapping —

  • (i) The act of kidnapping, abducting or holding of ransom of another player.
  • (ii) Minimum punishment: 200 F fine.
  • (ii) Maximum punishment: 2,000 F fine.

(11) Manslaughter —

  • (i) The act of unlawfully killing another player, livestock, pet or villager.
  • (ii) Punishment: 100 F fine - per offense.

(12) Murder —

  • (i) The act of unlawfully killing another player, livestock, pet or villager intentionally.
  • (ii) Punishment: 200 F fine - per offense.

(13) Presidential and Presidential Staff Assassination, Kidnapping and Assault —

  • (i) The act of planning or carrying out the assassination, kidnap or assault of the President or any of the Presidential staff.
  • (ii) Punishment: 500 F fine.

(14) Serial Killing —

  • (i) Any player that causes the death of 3 or more players.
  • (ii) Punishment: 1,000 F fine.

(15) Slavery —

  • (i) Any player that forces another to provide labor with no payment or reward.
  • (ii) Minimum punishment: 500 F fine.
  • (iii) Maximum punishment: 5,000 F fine.

(16) Terrorism —

  • (i) The unlawful use of violence and intimidation in the pursuit of political aims.
  • (ii) Minimum punishment: 1000 F fine.
  • (iii) Maximum punishment: 10,000 F fine.
