The Congress is a player run organisation intended as a platform for players to make suggestions as well as create roleplay jobs and laws across the server and to litigate minor disputes.
History
Established via Discord in 2022 by the player Thendil, the organisation started as the Player Senate, with representatives from each city.
The Senate slowly evolved into a bicameral structure with a House of Representatives included for general players to participate. Supported by staff, congress was given a floor in the Government HQ in Crystal Bay.
In 2023 Congress voted to approve a constitution to govern it and added an executive branch with an elected player government. Following this, in 2024 a court system was introduced.
Following Thendil's appointment as Mayor of HelloClan by the staff team, work began on building a purpose-built Congressional building and Supreme Court in HelloClan City. This was completed in late-2024.
Structure
The Congressional system is split into three branches and is based on the American system of government. These are the Executive, Congress itself, and the Judiciary. The Congress is made up of two houses - the House and the Senate. Both houses must usually agree on any roleplay legislation for it to be enacted.
Executive
The Executive are responsible for key departments of the roleplay player government, with members of the cabinet having their own portfolio. The President has final approval on legislative matters and appoints cabinet members and justices, whilst the Vice President oversees the Senate in the absence of a presiding officer.

Congress
House of Representatives
Representatives of the house are made up of elected players from across the server who are independent of cities and are elected periodically.
The House has specific powers, such as the power to create revenue-related legislation and to impeach.
Senate
The Senate is represented by members who are elected or appointed by tier 6 cities or any group of cities equivalent in size to a tier 6/nation. Government cities are allowed to appoint a representative too.
The Senate has specific powers to try impeachments and to approve appointments.
Judiciary
Supreme Court
The Supreme Court consists of a Chief Justice and Associate Justices who cast their votes on constitutional matters as well as appeals. The President appoints justices and these are then approved by the Senate.

Circuit court
Cases can be tried at the request of any player if they felt they have been wronged and have broken a law passed by Congress.
