Dove Valley was established by dawn_doggy on August 14th, 2016 following the approval of its rules board by marc050301 and consists of several cities. It later came under the ownership of MrPumpcan who created a security agreement between Dove Valley and the HMSU during the HMSU_v._W.A.S.P_war. Following a deal struck with Thendil by MrPumpcan, for the development of Trongo as a tier 2 city, it was agreed that Thendil would become owner of Dove Valley and Reno, merging the two to become one city.

After the purchase of Ferobanke and the land surrounding the restored area of Hillside, these also became districts of Dove Valley and part of the HMSU nation.

Geography
The city is north of the nation of Ashford and south of the nation of Narna. Its districts cover both snowy plains and windswept hills biomes.
Following this, it was then merged with Paradise Falls and work began to contract the city to restore the old coastline and region the gaps between Valleyside and Valencia so the latter could serve as a residential district and port city for the capital of the HMSU.
Bayview is the capital and largest city of the Republic of Bayview. Founded in 2019 by CakeDevil_275, Bayview has since been known for its immense network of transport infrastructure and its role in serverwide politics.

A Tier 6 city, Bayview is located on Blue Bay opposite Traquai, in the southeast of the map. There are multiple bridges connecting the two, who collaborate on various projects (such as their shared Ironball team). Bayview also works closely with neighbouring Archendale, Alexandria, Cape Coral and Valnir as well as Dubai and Montego Bay. The city is a founding member of the Southern Union for Development.
__TOC__

History
Valencia was established by Sweg__ as a residential-themed city and was later sold to UltraPro_(Player). Some years later, the city in it's original form was sold by _UltraPro_ to Thendil. Following this, it was then merged with Paradise Falls and work began to contract the city to restore the old coastline and region the gaps between Valleyside and Valencia so the latter could serve as a residential district and port city for the capital of the HMSU.

Geography
The city is located between Ferron Island and Valleyside. It shares a snowy tundra biome with Valleyside to the West.

Travel Hubs
The following are a list of the city's travel hubs:

* Bus Service - Valleyside City provides a bus service to Valencia airport on its green line from the main bus station.
* Railway Station - Located near the port district shopping center, this connects the cities of Valleyside, Dove Valley and Alicante.
* Regional Airport - The airport connects to the HMSU International Airport in Valleyside.

The Congress is a player run organisation intended as a platform for players to make suggestions as well as create roleplay jobs and laws across the server and to litigate minor disputes.

History
Established via Discord in 2022 by the player Thendil, the organisation started as the Player Senate, with representatives from each city.

The Senate slowly evolved into a bicameral structure with a House of Representatives included for general players to participate. Supported by staff, congress was given a floor in the Government HQ in Crystal Bay.

In 2023 Congress voted to approve a constitution to govern it and added an executive branch with an elected player government. Following this, in 2024 a court system was introduced.

Following Thendil's appointment as Mayor of HelloClan by the staff team, work began on building a purpose-built Congressional building and Supreme Court in HelloClan City. This was completed in late-2024.

Structure
The Congressional system is split into three branches and is based on the American system of government. These are the Executive, Congress itself, and the Judiciary. The Congress is made up of two houses - the House and the Senate. Both houses must usually agree on any roleplay legislation for it to be enacted.

Executive
The Executive are responsible for key departments of the roleplay player government, with members of the cabinet having their own portfolio. The President has final approval on legislative matters and appoints cabinet members and justices, whilst the Vice President oversees the Senate in the absence of a presiding officer.

Congress
House of Representatives
Representatives of the house are made up of elected players from across the server who are independent of cities and are elected periodically.

The House has specific powers, such as the power to create revenue-related legislation and to impeach.

Senate
The Senate is represented by members who are elected or appointed by tier 6 cities or any group of cities equivalent in size to a tier 6/nation. Government cities are allowed to appoint a representative too.

The Senate has specific powers to try impeachments and to approve appointments.

Judiciary
Supreme Court
The Supreme Court consists of a Chief Justice and Associate Justices who cast their votes on constitutional matters as well as appeals. The President appoints justices and these are then approved by the Senate.

Current Justices
*Chief Justice - Endershack

Circuit court
Cases can be tried at the request of any player if they felt they have been wronged and have broken a law passed by Congress.

Officers
*President - Thendil
*Vice President - Gurbanguly

Cabinet
*Chief of Staff - Mr Pumpcan
*Attorney General - Vit4
*Director of HM Intelligence Agency - _LunaticCultis_

Valleyside City is a tier 6 city and capital of the HelloMiners Soviet Union (HMSU), located to the east of Valley City.

<br />

__TOC__

History
Following the development of a shopping mall with good travel links to nearby cities Eastside, Valley City and Nivalis, a new city was established by the player Thendil, called Valleyside City and was approved on April 24th, 2020.

On the August 7th, 2020, the owners of Nivalis gave permission for Valleyside to establish an area connected to the highway where building began on a new airport and residential district next to the mall.

Move to Communism
As the city grew the mall became a focus for Valley City expansionism due to the development of a new beach area and the mall being in competition with private companies. As an ancient landmark on the server called Cabintown, which was the first settlement on the server stood as a buffer zone for Valley City this redevelopment was halted.

As a result of this period, the mall closed down, causing the city to seek out communism as a viable alternative.

By March 13th, 2021, development had begun on a new headquarters for the ruling political party in Valleyside. After discussions with political leaders Just1SkullzyBoi and Mayor Thendil, permission was given by Thendil to establish the city as a founding member of the HelloMiners Soviet Union.

As the city's theme is communism, the city often engages with other cities in warfare as part of its roleplay, such as the allied cities who call themselves the Worldwide Agreement on Server Protection (W.A.S.P).

Geography
The city is located between two mountain regions to the east of Valley City and to the north of Solaris City. It shares a snowy tundra biome with Nivalis and Valencia to the East.

Travel Hubs
The following are a list of the city's travel hubs:

* Nether Portal - Valleyside City owns the nearest two portals above bedrock that are available in the nether. This is a short walk from the nether hub center, located in the east tunnel towards Crystal Bay.
* Railway Station - Located near the city center, this connects the cities of Valleyside and Valencia together.
* International Airport - A new airport district opened in early 2022, with access from the Helloclan International Airport.

How to Take Part
Any player may take part in Congress, providing they follow the rules and have not been banned from the server. Players may join via the Discord channel. Ordinary players may submit suggestions for legislation, follow the business of congress and even run for election.

Running for Election
The election cycle takes place twice yearly, in June and in December, with each session of congress starting at the beginning of the following month. During each election all Representatives, Senators and the President and Vice President are all appointed.

A notice of election and the rules are usually posted on the HM website in the forums.

Senate seats are usually appointed by the owner(s) of a nation or group of cities equivalent to the size of a nation. Each nation is free to run their own elections or appoint someone during the election cycle or when someone resigns. Contact an owner/mayor of a city or government city if you are interested in being a Senator.

Congressional Business
Submitting Motions
Any Congressperson may submit a motion to the floor of the chamber they sit. These are standard procedures to make it clear the intention and help with the running of either the House/Senate. Types of motions are listed in the rules of that chamber.

Legislation
Drafting Legislation
In order to allow the most voices to contribute to the Congress, any player may submit draft legislation. The House Leader may review draft legislation or ask a committee to review it and get it ready to be voted on. Once a committee recommends this, the Leader liaises with the Speaker to bring it to the floor to be voted on.

Passing Legislation
Once draft legislation is ready, a bill is presented to the floor to be voted on, the Speaker of the House will host a vote and each representative will give their approval or not.

This will then be submitted to the Senate to approve. If they vote to amend, it will be sent back to the House in its new form.

This process is reversed if the legislation is proposed by the Senate first. Only the House may instigate legislation relating to budgets and revenue.

Once both chambers have approved text, the bills is sent to the President to sign into law.

Presidential Veto
A President may choose to veto legislation, however congress may choose to overturn this by two-thirds majority. The last chamber to pass the legislation usually votes first.

Resolutions
From time to time each chamber may submit a resolution to give their opinion, change the way their chamber works or to make a suggestion for change to the server. Only the Senate may vote on resolutions to appoint players to cabinet/judiciary positions.

It may sometimes be preferable or required for congress to pass a Joint Resolution of both houses i.e. to change the constitution. This can even be a way to give an opinion more weight.

Officers of Congress
Appointing a Speaker/President Pro tempore
The first business of the House and Senate is usually to appoint a presiding officer who remains impartial. This person makes sure the rules are being adhered to and everything is running correctly. The Vice President of the Executive Branch may act as the presiding officer in the Senate, and should let the Senate know if so. The House usually has its own Speaker and the Senate will elect a President Pro tempore for when the Vice President is not present.

Any member may submit a motion to elect a speaker.

Appointing a House/Senate Leader
The second business of the House and Senate is to appoint a Leader. This person is usually the representative of a party or alliance of parties with the largest majority. Alternatively this person should be able to command the majority of the House or Senate and be separate to the presiding officer. Each chamber may decide its own rules in the absence of a leader.

Sergeant at Arms
The Sergeant at Arms is responsible for the safety of Representatives and Senators as well as keeping order and ensuring players are active when needed.

Committees
A Committee may be created using a motion as and when required. Committees can be used to do a number of things including finalise legislation, subpoena players to testify or, investigate issues.

Constitution
This is the ultimate set of rules by which Congress runs. No law passed or action may contradict this.

Constitutional Amendments
A constitutional amendment may be passed by two-thirds majority of both chambers.

Judiciary
The Judiciary allows for players to receive justice if they feel they have been wronged in some way. They may submit their case via the Congress discord or ask a player on their behalf to represent them as their lawyer.

Supreme Court
The Supreme Court may only try matters relating to constitutional issues or the rights of players in accordance with the laws of congress. The Chief Justice and Associate Justices oversee these cases.

Circuit Court
The circuit courts deal with matters relating to laws being broken. Each month a different courthouse is used to host trials on a rotating basis and a circuit court judge oversee these cases. For serious cases, it may be requested by both the defendant and prosecution team for a trial by jury.

City owners may request their courthouse be added by submitting a ticket on the Congress discord.

Officers
*President - Thendil
*Vice President - Gurbanguly

Cabinet
*Chief of Staff - Mr Pumpcan
*Attorney General - Vit4
*Director of HM Intelligence Agency - _LunaticCultis_

Drafting Legislation
In order to allow the most voices to contribute to the Congress, any player may submit draft legislation. The House Leader may review draft legislation and ask a committee to review it and get it ready to be voted on. Once a committee recommends this, they liaise with the Speaker to bring it to the floor to be voted on.

Committee may be created using a motion as and when required. Committees can be used to do a number of things including finalise legislation, subpoena players to testify or, investigate issues.

Passing Legislation
Once draft legislation is ready to be presented to the floor to be voted on, the Speaker of the House will host a vote and each representative will give their approval or not.

This will then be submitted to the Senate to approve. If they vote to amend, it will be sent back to the House in its new form. Once both chambers have approved text, it is sent to the President to sign into law.

A President may choose to veto legislation, whoever congress may choose to overturn this by two-thirds majority.

The following are a list of the city's travel hubs:

* 'Nether Portal' - Valleyside City owns the nearest two portals above bedrock that are available in the nether. This is a short walk from the nether hub center, located in the east tunnel towards Crystal Bay.
* 'Railway Station' - Located near the city center, this connects the cities of Valleyside and Valencia together.
* 'International Airport' - A new airport district opened in early 2022, with access from the Helloclan International Airport.
